Ukraine ratifies €90 Billion EU loan

• On May 28, 2026, the Ukrainian parliament ratified the €90 billion loan agreement with the EU. This was the final step for Ukraine to begin receiving disbursements. President Zelenskyy noted how the funds will improve Ukraine’s resilience as the war continues. 

• Ukraine will receive €3.2 billion in June and a total of €45 billion during the year. The remaining €45 billion will be disseminated throughout 2027. 

• According to Ukrainian Prime Minister Yulia Svyrydenko, the funds will be used for “national defence and security, strengthening energy resilience and covering the budget deficit,” (路透社). However, the money is conditional on reforms such as anti-corruption measures.

New Sanctions Against Russia

• The UK parliament has introduced new legislation to sanction goods, technology, and other sources of funding for Russia. These sanctions have been introduced as an amendment to the existing UK-Russia sanctions regulation. 

• These new restrictions apply to oil products, including those from third-countries that were produced in Russia, maritime transport of liquified gas originally from Russia, and Russian uranium. Additional restrictions have been placed on various goods, software, technology, and chemicals as well as construction services and vessels from Russia. 

• More recent sanctions were employed to target Russia’s exploitation of crypto networks and shadow financing systems to evade existing British sanctions.

Analysis Suggests that France Should Expand Drone Capabilities 

• While France has begun expanding drone development and procurement, current funding and production targets remain insufficient to meet the demands of modern warfare. Meanwhile, the war in Ukraine has demonstrated the importance of drones in reconnaissance, targeting, and strike operations.

• Ukraine’s extensive use of low-cost, rapidly produced drones has exposed gaps in European military preparedness and industrial capacity. France would need to increase investment in drone production, innovation, and military integration to keep pace with the evolving battlefield revealed by the war and bridge European and Ukrainian drone production.

Germany Proposes Associate EU Membership Status for Ukraine 

• In May 2026, German Chancellor Friedrich Merz proposed that Ukraine should get associate EU membership without the ability to vote as an interim step towards EU accession. He hoped that this could facilitate an end to the war. However, President Zelenskyy rejected it, claiming that the proposal was “unfair” because Ukraine would not have a voice within the bloc. 

• This debate has prompted several European officials to voice how improbable it is for Ukraine to achieve full membership over the next few years. It is important to note that accession requires ratification from all 27 EU member states in a process that could contain many barriers.

Provisions to Anti-Corruption Strategy (2026–2030) Sparks Concern

• Ukraine’s Anti-Corruption Strategy, a central benchmark for EU accession and a key requirement for long-term financial assistance, recently underwent revisions that left out certain EU criteria that could be used to determine Ukraine’s progress towards integration. Some politicians have raised concerns over the most recent draft of the Strategy. Nonetheless, Ukraine’s Prime Minister, Yuliia Svyrydenko, signed the document and is pushing it through to be approved by the Ukrainian parliament. 

Ukraine to Lift Arms Export Ban

• President Zelenskyy and Defense Minister Mykhailo Fedorov are making strides to remove Ukraine’s weapons export ban due to interest from foreign investors. Ukraine’s combat-proven, cost-effective unmanned systems and anti-drone technologies are in high demand and the first contracts for Ukrainian weapons are expected to be made in late 2026. The immediate defense priority will go to Ukraine, with surplus products being exported to attract investment.
