Updates on Pro-Ukraine Advocacy in Europe

Hello Friend of Ukraine, and welcome to our early July update, where we are glad to share some very positive momentum for Ukraine across the continent. In this issue, we highlight new EU sanctions against Russia, the first disbursements from the Ukraine Support Loan, renewed protection for Ukrainian refugees, and major Ukrainian reforms tied to defense, recovery, and resilience. See how our dedicated EAU volunteer network is turning this energy into concrete action across Europe, and join our upcoming summer events and/or our volunteer team to help secure Ukraine’s victory!

Europese Unie

EU Lists Sanctions Against Additional Russian Individuals and Entities

  • On June 15 the EU launched an additional list of sanctions against Russian and Russian affiliated people and organizations that included 34 individuals and 47 entities. These sanctions will cut down on Russia’s military-industrial complex, shadow fleet, hybrid defense networks, and human rights abuses to pressure the country into ending the war. 

  • Furthermore, on June 25 the Council extended the economic sanctions against Russia for another year until July 31, 2027 to counter Russia’s illegal and destabilizing actions against Ukraine. 

EU Provides First €3.2 Billion to Ukraine Through MFA

  • At the Ukraine Recovery Conference on June 25, European Commission President, Ursula von der Leyen, announced that Ukraine was sent the first disbursement of the macro-financial assistance (MFA) totalling €3.2 billion. The MFA is a segment of the Ukraine Support Loan which pledges to provide Ukraine with a total of €90 billion between 2026-2027 for budget support and defense. 

  • The disbursement came after Ukraine fulfilled 7 policy requirements and will be one of three MFA disbursements in 2026 that will total €8.35 billion.  

Commission Supplies Ukraine with €3.9 Billion for Drones

  • Announced on June 29, the EU has begun to disburse €3.9 billion to Ukraine to support drone technology and defense. In all, the EU’s financial assistance for drones will cap at €6 billion allocated through the €90 billion Ukraine Support Loan. 

EU Extends Temporary Protection of Ukrainian Refugees

  • The European Commission will extend the temporary protected status of people fleeing Ukraine for an additional year until March 4, 2028. The proposal also reconciles Ukraine’s needs for protection with its overall ability to defend itself against Russia by ensuring that temporary protection is not granted to those who have obligatory military service on behalf of Ukraine.

UK Expands Sanctions against Russia

  • On June 16, the UK announced 70 new sanctions to target Russia’s shadow fleet, military procurement supply chains and illicit finance networks that are used to circumvent Western sanctions. 

  • Additionally, the UK is the first G7 country to sanction Liquified Natural Gas (LNG) vessels recently acquired by Russia. 

  • The House of Lords also debated the Russia (Sanctions) (EU Exit) (Amendment) Regulations 2026 on June 15 which will add new trade and transport sanctions and strengthen existing restrictions, including those on goods used in Russia’s economic growth and military-industrial capabilities.

 

EAU UK Team: Legislative & Advocacy Updates

  • On Wednesday 8 July, EAU UK representatives will meet with our constituency MP at the House of Commons to discuss the UK’s long-term support for Ukraine. The meeting will focus on sustaining cross-party backing for military assistance, strengthening sanctions enforcement, supporting Ukraine’s reconstruction, and expanding UK–Ukraine defence and industrial cooperation.

  • This engagement reflects EAU UK’s commitment to ensuring that Members of Parliament have access to timely analysis and evidence-based policy recommendations as the conflict continues to reshape European security. Beyond immediate military support, discussions will explore how Ukraine’s growing integration with European defence industries presents opportunities for deeper strategic partnerships that enhance both Ukraine’s resilience and the UK’s long-term security interests.

  • Alongside this meeting, EAU UK continues to provide regular briefings and policy analysis to parliamentarians covering battlefield developments, sanctions, European defence cooperation, reconstruction, and the wider geopolitical implications of Russia’s war against Ukraine.

Frankrijk

Public Scrutiny over Russian Influence in France

  • Xenia Fedorova, the former head of RT France / Russia Today France, has become a prominent pro-Kremlin voice in French media, especially through appearances on outlets connected to Vincent Bolloré’s media group, such as CNews. RT France was banned in the EU following Russia’s full-scale invasion of Ukraine but continues to spread narratives favorable to the Kremlin in mainstream French media and Fedorova’s visibility reflects a broader concern over Russian propaganda entering French mainstream media with limited challenge or accountability.

  • The French government is facing public pressure after it was revealed that Xenia Fedorova received a 10-year French residency permit in 2024 despite tightened rules for foreign nationals considered public-order risks. The controversy has now moved to the EU, where Nathalie Loiseau, a French MEP with Renew Europe, is leading calls for European sanctions against Fedorova over accusations that she spreads Kremlin propaganda in France which has intensified concerns about Russian influence in French media.

Pro-Ukraine Organizations in France

  • Oekraïne is Europa is a humanitarian NGO that supports Ukrainians affected by the war through projects including humanitarian aid convoys, mobile clinics, energy access, education access, and refugee reintegration support. You can get involved by donating, becoming a partner, or contacting the organization to volunteer and support its projects.

  • Stand With Ukraine is a civil society organization that supports a free, independent, and European Ukraine through advocacy, reconstruction partnerships, public campaigns, and links between French and Ukrainian civil society. You can participate by becoming a volunteer, subscribing to the newsletter, or supporting campaigns such as city-to-city reconstruction partnerships through Misto Match. 

  • Pour l’Ukraine, pour leur liberté et la nôtre ! is a nonpartisan French civil society organization that supports Ukraine against Russia’s war of aggression by raising public awareness, documenting genocidal acts, countering Russian propaganda, and advocating for Ukrainian victory. You can get involved by joining or sharing campaigns, attending public events, and supporting advocacy initiatives. Donations help send generators, vehicles, hygiene kits, and other requested material to Ukraine.

Take Action

  • Engage members of the Defense Committee for transparency on delivery dates of French military hardware

  • Attend local town halls (permanences parlementaires) to get support for Ukraine written into the 2027 French budget

  • Leverage local Collectivités Territoriales for Ukraine support

Duitsland

Germany’s Commitment to Peace and EU Accession for Ukraine

  • Following a convening of the European Council on June 18, German Chancellor Friedrich Merz echoed the EU’s commitment to advancing negotiations to secure peace for Ukraine and stated that he would seek a policy debate at the upcoming European Council meeting in October to potentially “speed up the accession processes” now that Moldova and Ukraine have engaged in negotiation talks for EU accession.

Oekraïne

Ukraine Announces Major Military Service Reform to Address Manpower Shortages

  • On June 12, in the midst of Ukraine’s manpower shortage, Zelenskyy revealed new changes to how soldiers are compensated which will now include higher pay, additional combat bonuses and fixed contracts for combat roles, as well as a commitment to recruiting more troops. 

  • According to Defense Minister Mykhailo Fedorov, the Ukrainian infantry will start to receive the highest monthly salary for any infantry in the world following these reforms. 

  • Significant efforts will also be made to recruit volunteer foreign fighters into the Ukrainian army as they, especially those from Latin America, continue to play an expanding role. 

Ukraine Recovery Conference

  • On June 25-26 Poland co-hosted the Ukraine Recovery Conference in Gdańsk with Ukraine where Prime Minister Yulia Svyrydenko said Ukraine expected to sign more than 160 agreements worth over €10 billion to form deals regarding reconstruction, energy resilience, and economic recovery. 

  • De conference’s agenda emphasized recovery and cooperation in 5 dimensions namely business, human, local and regional, EU, and security and defense to improve Ukraine’s recovery through international support and investment.

Gedreven door de overtuiging dat de verdediging van Oekraïne van essentieel belang is voor de Europese en mondiale veiligheid, mobiliseert EAU steun om de Russische agressie tegen te gaan. Door belangenbehartigingscentra op te zetten in belangrijke landen zoals het Verenigd Koninkrijk, Duitsland en Frankrijk, werkt de groep aan het verenigen van Europese stemmen, het bestrijden van Russische propaganda en het aansporen van westerse regeringen om hun steun aan Oekraïne, als de eerste verdedigingslinie van het continent, drastisch te vergroten.
